Study On The Appraisal Of The Appropriation Budget On The Project Of Health Care Unit

The project expenditure budget is a part of the department expenditure budget. It is an annual project outlay plan to complete specific administration task in addition to the basic expenditure budget. Compared with the basic expenditure budget, the project expenditure budget contains more items of much complexity, which does not reflect each other. As an important part of the department expenditure budget, the study on project expenditure budget has a more profound meaning.In recent years, the reform of appropriation budget of project has made a preliminary effect, but there are still not many researchers in the field of the project expenditure budget appraising. What's more, there are even fewer researchers in the field of the project expenditure budget appraising under healthy background. Based on this, aimed at optimizing the allocation of healthy resources and improving the effect of healthy department, the paper studied these aspects in depth and discussed the application of the appraising methods used in the Health care Institute, especially the specific application of program budgeting and marginal analysis (PBMA).The paper includes four chapters. Chapter I, introduction, introducing the significance of the paper, the dynamic of the project expenditure budget, and the method used. In chapter II, the budget of the health care's supervision is introduced. Chapter III summarizing main difficulties faced in the supervision's project expenditure budget management. Chapter IV analyzing the approaches to appraise the project expenditure budget in health care institution with an emphasis on the application of PBMA.
