Objective: Economic analysis and evaluation methods were adopted to investigate the economic value of the Sichuan National Debt Township Health Centers (THC) Construction Project in 2004, and to explore improved health service provision in rural areas. The analysis and evaluation could serve as scientific evidence for future health project input.Method: Basic data of THCs from the Sichuan National Debt Township Health Centers (THC) Construction Project were collected by social survey methods. General implementation status and effects of the project were comprehensively described. Health economic analysis methods were used to evaluate input-output of THCs, and multi-factor analysis and evaluation method used to discover influencing factors of THCs input-output.Result: (1) The Sichuan National Debt Township Health Centers (THC) Construction Project in 2004 reached planned goals in THCs' building construction and facilities appropriation. (2) Cost-effectiveness analysis shows: generally this project brought THCs with notable service quantity increase. However, among THCs with different construction scales and economic types, service quantity increase per unit cost varied. (3) Cost-benefit analysis shows: THCs under planned construction scale have higher economic benefit per unit cost than THCs that exceeded the planned construction scale. Among regions grouped by economics types, Region B has the best and D Region D the worst performance in economic benefit per unit cost. (4) Utility analysis shows that THC construction improved both staff's work environment and patients' consulting environment, thus brought increased staff's and patients' satisfaction. (5) Influencing factor analysis of input-output shows: influencing factors of input-output of medical service quantity increase include staff number, per capita equipment over RMB 10,000 and project funding; factors of input-output of public health service include staff number, per capita service area and project funding; factors of cost-benefit include THC type, staff number and project funding.Conclusion: (1) After the project, THCs run well and in general effect and benefit per cost unit are obviously increased. (2) Cost-effectiveness and cost-benefit analysis results of THCs with different construction scale show great difference. Over-scale construction does harm for THCs' development. In the future, project debt should be actively dealt with and project should be well managed. (3) In future project construction, category guidelines for project implementation in different regions should be adopted, varied investment policies and management patterns should be used and the construction scale should be controlled properly. (4) Methods used in this study are comprehensive, indexes are rationally designed. Dispelling influencing factors, effectiveness, benefit, and utility analysis were conducted and influencing factors of input-output analyzed.
