Study On The Govermental Pricing System And Its Resolutions Of Drug Price In China

Drugs are directly related to public health, as "public goods to be". Therefore, their prices have always been at the front of social criticism. Since the founding of the new country, especially after China's reform and opening up, Chinese governmental pricing policies on drugs undertook enormous changes.From the direct uni-pricing controlment to the introduction of marketing competition, to fully liberalize price control on part of the drugs and now back to the distinguished differences on the issue between governmental pricing and marketing pricing. All of these changes that the governmental pricing policy has been going through, not only showed that the importance of this issue, but also implied that the govermental management on drug price is still under exploration. The issue of drug pricing is related to patients'cost on their illnesses, to the successful implement of the essential medical insurance system, to the public benefits and social stablity, to the healthy development of our phamaceutical enterprises.This topics based on the spirit of proposing rational and feasible suggestions that will improve our govermental drug pricing mechanism, which allows drug price truly reflect its value, and find the ultimate balance between the capacity of consumers spend on drugs and the reasonable profit of pharmaceutical companies, in order to achieve the goal of drug price regulation.By using the relative general economic principles,this paper demonstrated the essence of this issue;by analysing the pharmaceutical pricing policy's history since 1949 including the reasons and the results at each time, it searched for the shortcomings of the current mechanism; also by introducting analysing international policies of other countries who have lots of experiences and outstanding points of views on the subject with doing comparsions on their facilities, scopes and measures,it offered an example for our reform on the systerm of our govermental pricing policies on drugs. The suggestions this paper made are, improve the cost accounting method, use reference pricing method, use price comparison with international mechanisms, use negotiation pricing method, use economic theory to guide drug pricing, reform the decision-making process of drug prices, remove the "specifications" on pricing for the smallest units, reduced the differences of patent and generic drugs;pay more attention on the management of pharmaceutical distribution by using the different section method; and improve the supervision of governmental drug pricing mechanism.
