In order to constantly adopt to the characteristics of the army in the new era and meet the demand of high-level medical personnel of military hospital, this paper, through review of the literature, on the basis of analyzing the features and current situation of graduate education quality evaluation inside and outside our army as well as Regulations Concerning Academic Degrees in the People's Republic of China, proposed the initial ideas about building the evaluation index system on the quality of the master of clinical medicine in the army from the standing point of the graduate and employing unit, which featured the innovation of military characters and improvement of current graduate education quality evaluation index system.According to design principles of system, this research sequentially decomposes index elements, defines the target content, and determines the index weight, and initially builds the basic framework of evaluation index system. After two rounds'expert consultation, asking the advices of experts in basic hospitals of northwestern forces and analyzing the reliability of the result, the author adopts Delphi Method, and builds a clinical education of army graduate follow-up evaluation index system which is composed of 4 primary indexes and 17 secondary indexes. The study uses questionnaire method. According to the established evaluation index system and questionnaire, this dissertation, which takes graduates and military hospitals as its subject, conducts quality follow-up survey on 65 masters of clinical that graduated from 2 to 6 years in 6 top military hospitals of northwestern area, and acquires the comprehensive performance of these graduates. By statistical methods like variance analysis, correlation analysis, the paper takes a comprehensive analysis on the findings and evaluation results. The result of the survey reveals: 1. Overall, the graduates have a high quality. The result of self-evaluation is that 33 of them are excellent, 15 of them are good, while the overall good rate is 73.85%. The result of hospital evaluation is that 37 are excellent, 14 are good, while the overall good rate is 85.00%. 2. The average score of overall self-evaluation of graduates is 78.39, while that of hospital evaluation is 86.00. The two average scores are normally distributed and have a positive correlativity (r=0.495). It reflects that the self-evaluation and hospital evaluation corresponds, and the result of the survey is reliable. 3. The quality difference of graduates from different hospitals shows no statistical significance (self-evaluation: F=0.37, P=0.87ï¹¥0.05; evaluation by observers: F=1.53, P=0.20ï¹¥0.05). It reflects that graduates of the 6 hospitals are in the similar quality level. The quality difference of graduates of different year shows no statistical significance (self-evaluation: F=0.82, P=0.52ï¹¥0.05; evaluation by observers: F=0.21, P=0.93ï¹¥0.05). Similarly, it reflects that graduates of different year are in the similar quality level. 4. The evaluation point which has the highest average score in both self-evaluation and evaluation by observers is"military and political quality", but the point has the lowest average score is"academic research". It shows that the biggest difference of self-evaluation and evaluation by observers lies in academic research.Based on the survey among graduates and hospitals, the author analyzes the graduate education problems in military universities from the aspects of clinical ability training, military medical characteristics, overall quality training, self-innovation ability training, training conditions and feedback system adaptability, and proposed reference and recommendations for the strengthening of the postgraduate education in military medical universities. Conclusions: 1. The military clinical graduate education follow-up evaluation index system, as well as the two sets of questionnaires-self-evaluation and evaluation by observers proposed in this research, provide a scientific, reasonable and practical evaluation index system for the promotion of the graduate education quality of military medical universities. 2. The research shows that the overall quality of graduates is good, but their clinical competence, comprehensive quality, innovation and so on are to be further strengthened.
