Hospital director professionalism has been followed with interest many years by health. Nowadays,with the developing of economic and reforming in Medical and Health system , during 60 years, the living environment of hospital changed big again: from the virtue about public interest and welfare in institutions to the trend of commercialization and marketization and now emphasizing on health's nature back again. Therefore, hospitals have to swim in silt of government action, market behavior and moral means in a certain period. Increasingly, the competition focus have been changed, and having been pulled patients with a single hand at first, they are taking additional methods and measures such as strategic planning, management strategy, mode of operation and cost control now. As the youngest municipalities, the government of Chongqing promoted"Five Chongqing"which put a higher demand in medical and health services especially health care quality and management. As the leader of public hospital in Chongqing,there are practical significance and profound impact for related research including management concept, business strategy, and how to improve the quality of medical care and reduce costs simultaneously, even director professionalism. However, the hospital dean has been paying dual role in clinical operations and management for our management system, mode of operation, the current economic situation and cultural traditions. so, there are becoming important issues for development and decision-making in hospital, we must study some ways in looking though the external situation and grasping accurately the internal structure for becoming one of the key factors. The thesis described them in six chapters. Including research purposes, study significance, using methods, innovative and disadvantages etc. we analyzed the differences and similarities about health services and system in Europe, the United States and Japan, then we carefully studied the basic information about dean of Third-level First-class Hospital in Chongqing ,even we also selected some hospitals and a provinces as successful cases in dean of professional. By comparing the study, we think it possible and effective that dean of the clinical expert will transform into professional dean and the road will must go through but full of hardships. At last the paper draw a rational conclusion what are the best way the transit of expert dean to dean of professional step by step in the short period of time, meanwhile, it is high time that we must train compound talents in medicine and management, finally, the Think tank will be established which will be composed of these people who have complex knowledge and complementary capabilities.
