ObjectiveTo investigate the status and effects of training courses of capacity-building for Center of Disease Control and Prevention (CDC) in Jiangxi province in 2009, analyze its impact factors, and make policy suggestions for enhancing the training courses in Jiangxi province.MethodsBy cluster sampling, we selected all the 850 trainees in the 10 training courses of capacity building organized by Jiangxi CDC in 2009, and randomly investigated some of the teachers and organizers in these training courses. We investigated the training courses in 2009 as well as in 2008 for those trainees participated in 2009 training course by structured-questionaires and semi-structured interviews. All data was input into Epidata3.1, and was analyzed by descriptive statistical analysis, one-factor analysis of variance and multivariate analysis by using SPSS11.5. Results1. The average training frequency of CDC professional staff in Jiangxi province was 2.2 times per capita per year, the frequency was higher in city than that in county. Most of the training courses lasted 2-5 days.2. Most of training courses were organized by Jiangxi provincial CDC. Payoff by training organizations were predominantly, payoff by individual only 1.4%.3. Professional knowledge and skills which base on job were mainly training contents. Theory teaching, case study, discussing and operation were mainly teaching methods.4. Satisfaction ratios of training contents, teaching methods, courses arrangement reached 99.7%,100% and 99.1%, respectively; the ratio of the teachers whom were given a score higher than 70 reached 99.9%, and whom were given a score higher than 85 reached 86.0%. Dissatisfaction ratios of teaching kit, accommodation reached 9.4%,5.5%, respectively. All trainees thought the training courses were significant, especially in improving of theory understanding.5. Position, gender, professional title were mainly factors which influence the CDC staff to attend training courses. Teacher, courses arrangement, accommodation, teaching kit were mainly organization factors which impact on the effects of training courses. Conclusions1. The multi-channel capacity building system for disease prevention and control system in Jiangxi has been formed, which mainly rely on training courses and supplemented by internet-based distance learning, visiting study and college education, The goal of disease control and prevention capacity-building training of 2008 has been reached.2. In light of accessibility of the training courses, the training frequency and funds of the CDC professional staff had been ensured. The opportunities to attend training courses for the CDC professional staff were general equal, however, it still exist that those who have high professional title and high position had more opportunities to attend training courses than those who owned low professional title and low position.3. As respect to the effectiveness of the training courses, organizing and management of the training courses had been well evaluated, which include training contents, teaching methods, courses arrangement and teachers. Score of teachers is the main and the first choice index which reflect training effect; training contents have higher professional; all trainees thought the training courses were significant, especially in improving of theories, broadening their mind and enhancing their manipulating capability. However, it remained to be improved in training time, teaching kit, accommodation, teaching methods. 4. It is suggested that government should strengthen training for supporting CDC professionals, the training organizing should be improved for better effect, CDC at different levels should correctly handle the contradiction between work and learning.
