| For a long time, regardless of size, the operation of various hospitals was funded by government. Allocation of the supported funds was one the most significant factors for the hospitals. To some extent, it might have become the only source for financial support.With the continuous development of socio-economic level, the government has gradually changed the financial support for non-profit hospitals from full-funding aid to financial investment. This approach release the government's financial stress to some extent, but increased the proportion of the funds from pharmaceuticals and medical service for paitents in the financial system. This led to the behavioral distortions of medical health services, finally increased the government, society and personal health care burden.This paper analyzed the current financial system of the non-profit hospitals and its key problems. i.e.:(1) The function and behavior of hospitals was weak of the relization of public welfare(2)The phenomenon that inefficiency operation, deficiency of financing high debt ratios in non-profit hospitals was common(3) The conflcts between the insufficiency of financial aid and the nature of non-profit was prevailing(4) hight costs and difficulty in accessing to doctors was the focus of the hospitals;(5) most hospitals rely on loans and long-term debt-laden and more self-solve development problems.Based on previous discussion, the paper addressed the implications of the new role of non-profit hospital under the government in the financial support, i.e.:(1) provide a rapid and healthy approach for the actively and steadily development of the non-profit hospitals(2) provide a scientific and reasonalble approach for the financial aid of non-profit hospitcals(3) provide various channels for the financial support of non-profit hospitalsBased on the deep analysis on the financial channels for non-profit hospitals, the paper clarified the role and function of the non-profit hospital under the government in the new ages. It is regarded that the development of non-profit hospitals was not only in close relation with the public healthy, but also represented the local development, no matter its development was good or not. Financial aid and source for the non-profit hospitals was a progress transition between the inside and outside. The government should pay much attention on the analysis of the current situation for its function and role in the management and operation of non-profit hospitals, providing a healthy and effective operation mode for the non-profit hospitals. |
