Study On Countermeasures For Village Health Services Of Chongqing Under The Perspective Of Sustainable Development

Village health services is the most basic service area of the three-level health service network in the rural of china, it is the first health service area with which most of rural residents contact and an indispensable power that roots in grass-roots rural. For a long time, it is welcomed by the rural resident for low drug prices and convenient services. Therefore, in the current and future period of time, village health services will continue to play an important role. Their sustainable development is bound to be concerned about.More than half a century, our village health services has through a tortuous development, it developed much difficult especially after the disintegration of the collective economic organization. Although it is developed under the spontaneous market economy continuity, but this development has gradually deviated from the original track, the stability and sustainability have been hit serious.This research based on Chongqing village-level health services(because big city's rural situation and the particular reform pilot area of urban and rural development has become the current status of a typical microcosm of social development), explores the relevance of sustainable development strategy. In the process of research, we pay attention to analysis the history of village health services, produce the "government action and the action of parallel system and institutional mechanisms" has effect on the development of village health services. Meanwhile, through Sustainable theory's extension in the area of health, we know village health services depends on the reasonable and sustainable use of health resources, we will as them that is insist on people oriented,consideration to fairness and efficiency,ensure the public welfare and sustainability of village health service three basic principles of the sustainable of village health service. Combination of village health services in Chongqing, we analysis the root causes of the current development dilemma is institutional difficulties and resource difficulties, operating difficulties and market difficulties, thus draw a conclusion the healthy development of sustainable, that is, establish the status of government-led and resource recycling operation process. On this basis,we proposed the following aspects of the feasibility of measures to the relevant department for decision making: First, clear the government health services in the village's liability;Second, introduce the PPP management, establishes the funding sources and enhance the running power;Third, rational planning of village health resources;Fourth, reconstruction of rural health service network; fifth,strengthen the operation of the recycling process;Finally,establish and improve the village health services monitoring system.
