Study On Management Issues And Countermeasures To The Integration Management Of Township And Village Health Services In Jinzhou New District Of Dalian

In the early1980s, owing to the net bottom of the Three-level Network of Rural Health begun to break,it hinders seriously development of medical and health work. After a long time exploration, in the beginning of twenty-first century, we found out a road in rural health work,which can adopt to market economy. It is new rural health service network road-the integration management of township and village health services.But now our integration is still at research stage for theory,policy and practice.Especially,new medical reform propose we shall actively promote the integration management of township and village health services and strengthen net bottom construction of district,township,village the Three-level Network of Rural Health in the area with proper conditions.In this thesis,I will take the integrative management of rural health service in jin zhou new district as the object of study,analyze and study its’history, present situation, existing problems under the new medical reform background in jin zhou new district and evaluate the effect of the integrative management of rural health service in jin zhou new district and finally try to find out a mode and system that adopts to local situation.Firstly,with documents research method,we will try to get the operation mechanism and organization and successful experience form of the foreign community health service and the current situation of our integration management of township and village health services. Secondly,we will take interview and on-the-spot research of the status of implementation of the integration management of township and village health services in all district Town Healthcare centers in jin zhou new district and explicit the firsthand information for the main existing problem and analyse and compare them.In this thesis,we try to study and find out some new mode of rural integrated management under the new situation of medical reform,the government financial subsidy mechanism, the village medical treatment and pension issues and general practitioners team service mode and innovation theory.We want to advise goverment of Jinzhou New District to to do more work in Increasing financial support,Deepening the reform of the medical and health system,Perfecting three grade medical treatment and in Prevention and health care service system construction so as to ensure to realize the equality of public health services in urban and rural residents object and To promote the development of the integrated management industry in our city and even the national rural health service.
