Abstract/Summary:
The new rural cooperative medical system is organized, guided and supported by the government. Farmers are voluntary to join in it. The medical fund is raised by individual, collective and government and so on. The medical system aims at treating serious illness. Since 2003, the new rural cooperative medical system as a very important system that is similar to the primary social medical insurance plays an irreplaceable and extremely role in satisfying the demand for most of rural residents' medical service, alleviating the heavy financial burden of rural residents, arising form serious illness and ensuring the rural residents'health. At the same time, the system can play a significant role in building a harmonious socialist society and realizing social fairness and justice. However, many defects in the system design such as information, management mechanism,relevant legislation and other reasons, so in the course of operating the system, there are moral hazard problems among the demanders that participate in medical services, the supplier of medical services and management agency of the new rural cooperative medical care, which restricted sustainable development of the new rural cooperative medical system.The moral hazard acts of system involved subject to excessive waste of limited and valuable medical resources, rapid expansion of health care costs. The new rural cooperative system fund to pay faces enormous pressure. These problems make the new rural cooperative medical system deviate from the initial goal. The problem of the rural residents can not be effectively alleviated.The paper is based on field surveys and in-depth investigation in "D" county. The author analyzes the causes, manifestations and negative influence of the moral hazard problems of the new rural cooperative medical system, then the author tries his best to put forward countermeasures and suggestions to prevent occurrence of the moral hazard such as, to improve the supervision and management mechanism, to strengthen the relevant legislation, to improve participants'moral cultivation, and so on.
