| New Rural Cooperatives Medical System is an institutional arrangement, which adapting the rural community economic development request, safeguarding farmer's basic healthy rights and interests, and promoting the fair of the country medical system. However, because of the particularity of medical service system and the complexity of countryside medical service system's implementation environment, New Rural Cooperatives Medical System is faced with many problems in its process of implement, including macroscopic problems and microscopic problem. These problems harm the efficiency of the institutions operation and threaten the sustainable development of the countryside medical service system.Moral hazard is a microscopic problem the system continually faces. Various benefit related sides in New Rural Cooperatives Medical System aim to maximize their own benefit as well as the supervisory of the system is not imperfect, which cause the growth and spread of moral hazard. In New Rural Cooperatives Medical System, moral hazard not only exists in the both suppliers and demanders, but also appears in Local authority's behavior. The growing and spreading of moral hazard causes unreasonable growth of the medical expense, meanwhile ,it suppress farmer's reasonable health demand and harms the fair and sustained development of New Rural Cooperatives Medical Service. This article, taking X town in Anhui Province as an example, analyzes the performance and reasons of moral hazard in New Rural Cooperatives Medical System through ways such as case interview, literature analysis and so on, and respond how to guard against and circumvent moral hazard, promote the advancement and sustainable development of New Rural Cooperatives Medical System. |
