| During the initial period of foundation, because of the great spenditures in the war,all parts of the country were in urgent need of being thrived.In addition to the frequent natural disasters erupted from place to place, the prices soared and serious inflation broke out all over China.. The national finance was in an embarrassment and people were leading a hard life. On this background, the Chinese Communist Party led a national movement of Increasing Production and Saving Resources among the whole people.Meanwhile,in order to recover the economy in Yueyang county and improve the living standard of the masses and also to support the war of anti- the United States' aiding dynasty war effectively, Yueyang county launched a vigorous movement of Increasing Production and Saving Resources under the appeal of the Chinese Communist Party.The movement in Yueyang county is divided into periods.The government and the committee of Yueyang established relative organizations in the subbordinate villages to lead and organize the movement, so as to ensure the process of the movements moothooly.Each organization took the way of holding a party member meeting,handingout publicized material, holding waste exhibitions , holding training courses on how to produce more and giving award to the diligent persons,etc to broadcast and launch the movement. In the rural, By taking the measures of improving the old farmland irrigation facilities to control flood and anti- drought in the village, organizing farmers to cultivated intensively,they carried on mutual aid cooperation sports and launched a movement of boosting production evaluative contest in the whole county, In the damage areas,they carried on the government's saving"economy", they organized a patriotism convention movement with a main comtent of extending farmland . In the enterprises,the government advocated economizing the producing cost and resources, improving a business model and preventing wasting behaviours etc. During the government,sections they conducted the control of the use of office equipments severely so as to decease the budget,and at the same time develop various side industries to increase income.The masses also competitively economize ration and boost production to support the economy.The movement of Increasing Production and Saving Resources promoted by the Yueyang county achieved a certain success,the production was recovered in some damage villages and towns,the level of agriculture productivity was improved and it also pushed the development of mutual aid everywhere, at the same time, people's living standard was improved,too.Moreover, , it remained the social stability and had given a strong support to the Anti- the United States' aiding dynasty war. In response to the call of the central government to build a resources-saving goverment , it strongly pushed the development of Yueyang county's economy.Though during the movement it occured that some directors of the county held an indistinct status of the practice and crude methods of working to the extent that some measures in parts areas just show up to a formality and an haste behaviors, etc.Thus, to a certain degree,it had a negatve effect on the movement, however,it merely occured in some particular areas and people.To sum up, during the initial period of foundation, the movement of Increasing Production and Saving Resources of Yueyang county was a great success to the development of Yueyang during that period.
