Influenced by task-based language teaching and people's dissatisfaction on traditional language testing,the language performance assessment, that is, TBLA is revived. Different from traditional language testing, which emphasizes on language form and skill and is based on the theory that the core of language testing is task, the testing aims at evaluating the performance of the examinees' completion of tasks. College English Test Band 4 also carried out major reforms in 2005 under the great insistence of people. However, the appearing of new question type has become increasingly attractive.This paper will start with the appearing of the question type of IELTS in CET 4, analyze the influence of new testing form like IELTS which is on the basis of TBLA on university English testing under the support of the data of questionnaire. At the same time, this paper also expects to be a reference to the implementation of the thesis on reform of the university English testing.The introduction part of this paper introduces the research background, significance and the innovation mentioned in the thesis statement and it also includes some concepts concerning this paper which needs to be deeply elaborated. Taking CET 4 for example, the author enumerates the differences between CET 4 before and after the reform, and responses of teachers and students towards the reform of the CET4. Through the emphasis of the latest college English curriculum released by the Education Ministry and responses in society, the author draws the conclusion that the CET 4 still has many drawbacks, such as it can not perfectly reflect the real ability of the examinees, exert no positive impact on English teaching and learning, and cheating occurs so often during the exam hours. The second part reviews some literature about the current research of the IETS test, the task based language assessment from the theoretical basis and the new CET 4, through which the author suggests some new ways to perfect the CET mode. The third part is the experiment part, which focuses on the research object, research methods, research purpose, research contents and a description of the research process. With the aid of internet and real teaching condition, and choosing the subjects in universities country wide, especially the ones in Shandong Province, the author systematically lists the data collected through questionnaires done in those teachers and students in universities mentioned above, in the aim to show the responses of teachers and students towards the post-reform CET 4 and acceptance towards IELTS. The forth part is the most important part of this paper, in which the author analyzes and discusses the research data and finally puts forward proposals as well as draws a conclusion that although there are many differences between CET and IELTS in terms of their testing aim and subjects, it is clear that CET must absorb some good points of some advanced testing system such as TBLA, of which IELTS is a well-known one, so as to further perfect itself and provide a better service to college English teaching an learning. The last part is the conclusion part, which contains the research conclusion and the limitations of this research. Undoubtedly, there must be many limitations in this thesis, considering the limited funding, time and the study ability of the author. It may not apply perfectly well in universities of the nation wide, but it's no doubt to see that with the advances of the foreign language testing system and the persistent effort done by scholars world wide, CET will better serve the teaching cause, reflect the true ability of the examinees and select out well-qualified task-takers for the country in the new era.
