With the frequent deep international contacts and exchanges in many fields, the Report on the Work of the Government (hereinafter referred to as the GWR) has gradually been introduced to the world, which enables the GWR translation play a significant role in external publicity. And the quality of the glossarial translation of the GWR also makes or mars the whole report. The author attempts to research the GWR glossarial translation.German functionalism emerged in the 1970s. It illustrates the overall translation divergence from linguistic and equivalence-oriented translation theories to functionalism translation theories which pay much more attention to the status of translators and the intentions of the source text (hereinafter referred to as the ST) In German functionalism, Skopos rule, translational action, and fidelity rule all play significant roles in improving the glossarial translation of the GWR.This thesis studies on English translation version of the GWR in recent three years from the perspective of German functionalism and offers some glossarial translation strategies to improve the quality of the GWR translation.The author analyzes and summaries the features of the glossarial translation of the GWR in terms of numeral abbreviations, Chinese characteristic words, metaphorical words and "China English" and points out that the glossarial translation of the GWR can be guided by German functionalism. According to the Skopos rule, translation takes the idea that whether the referential purpose or function is achieved in the target text (hereinafter referred to as the TT) as the standard. In addition, different purposes demand different strategies. The GWR has the same function as its TT, that is to offer a complete and accurate introduction of our national economic, political, cultural and social developing conditions to the TT readers. Hence, precisely realizing all the functions of the original is an important principle for the glossarial translation of the GWR. In addition, fidelity rule is the other important rule for the glossarial translation of the GWR. Since the words in the GWR are political and sensitive, they call for higher requirements for the fidelity to the original. However, the "fidelity" here doesn't mean the equivalence-based "fidelity". It means that on the basis of completely understanding the original, a translator should spare no efforts to produce the same communicative function as the original. According to the two rules and examples selected from the translation versions, the thesis tries to illustrate that on the basis of analyzing the original, some strategies, such as deletion, supplementation, words transfer, words abstracting and substitution are necessary means to realize the intended function of the original.
