The competition of talents is the key to gaining the international competition advantage in the 21st century. Many countries pay great attention to selection and training of talents even when they are young. It is very common to use intelligence scale to screen the gifted children. However, those scales used to be translated from foreign scales directly, or have outdated norms, which already losing the original difficulty and discrimination; some scales do not have norms for preschool students, or emphasize on the knowledge or take too much time to finish the test. According to the previous studies, mental rotation and intelligence were significantly correlated. It is also found that gifted children will activate more brain areas than normal children when taking mental rotation test. Thus this study try to workout preliminary scale to select 4-6 years old gifted children on the basis of mental rotation.The whole scale has 36 items which include two-dimensional and three-dimensional rotation.1010 children who are 4-6 years old, participated in the study. Under the framework of Classical Test Theory (CTT), reliability, validity, difficulty, discrimination will be checked. Further more, difficulty, discrimination and guessing parameters as well as characteristic curve and information function will be estimated under Item Response Theory (IRT). The result shows that the test has good reliability and validity with average item discrimination a=1.235, average difficulty b=0.728, average guessing c=0.053. Since all the parameters are ideal, we can create 4-6 years old gifted children norms in Shanghai on the basis of mental rotation.
