During 1960s and 1970s, China provided a large number of the countries in Africa selfless economic aid in a variety of aid modalities, and received very good results.Shanghai, as one of the most developed cities in China, by virtue of its good economic environment and industrial base, played an essential role in China's foreign aid, not only completed the arduous task of aid projects, but also provided equipment and training of foreign interns. This article analyzes two cases, Guinea joint cigarette match factory project and Mali cigarette factory interns, from documents and relevant materials, in order to reveal the problems and experiences of Shanghai and China's economic aid to West Africa during the years.This article is divided into four chapters, the first chapter describes in 1950s, China was facing the hegemony in the bipolar pattern, United States and Soviet Union. In order to open diplomatic situation, combined with the African national liberation Movement in China in the 1960s and gradually increased the intensity of assistance to African countries. According to the specific conditions of African countries, China carried out to complete the projects aid for a variety of ways, and Shanghai played an important role because it had more developed light industry.The second chapter mainly discusses the construction of China's aid to Guinea joint cigarette match factory project, which was Africa's first complete project, co-ordination by the various departments in Shanghai. Due to lack of experience and the necessary information, in addition to taking into account the political factors, it caused many problems. For example, the preparatory phase of serious backlog of supplies of a serious backlog of supplies, unsuitable equipments for local use, negligence of the efficiency of productivity, the "package production" for several years, not truly "self-sufficient" purposes.The third chapter describes the details of the training Mali cigarette factory interns. Shanghai Cigarette Factory gave full attention and careful planning preparation on technical lessons and interns' life, but in the process also reflects the lack of translation, cultural differences, political ideology, the corresponding support mechanisms and so on.The fourth chapter discusses Shanghai's economic aid provide a valuable case experience for developing and improving Chinese foreign aid policy. It makes the practice of foreign aid and development projects between foreign aid policies interact to form a good circulation, promote the main content of China-Africa economic relations from the unilateral aid to the dynamic development of mutually beneficial cooperation.
