The land is the most precious scarce resources in our country, and it is also the most basic producer capital of farmers and is the basis for the rural development or stabilization. Without land there can be no development of agriculture.In complicated land relation, land rights plays an important role in rural land even all the country. Influence the develop of agriculture,farmers'live and development of countryside. In the 1920s and 1930s, because of the influence and constriction of many factors. Agriculture growth so slow even stagnation, In addition, millions upon millions of peasants were bankrupts, some social organization safe countryside by all kinds of means. This paper analyzes Henan's land ownership in 1927-1937, imperialism economic aggression,Nanking Kuomintang Government's Land policy's wenbenhua,people with heavy taxes and debts,war and brigand,drought or flood natural calamity,annexation of land and so on, and analysis change of land rights produce an effect on agriculture,life of famer and primary political power. Explain agricultural land more and more concentrate,land use divert and the worsening of land rights structure. Countryside outskirts,impoverished peasants, famers centrifugal produce an effect on the Stability of the Basic Rural Society.This paper according to a large amount of historical data, adopt many methods of history, analysis the change of Henan's land rights in 1927-1937. Through studying on land rights, observe the change of land ownership to reveal the countryside,the change of famer and Nanking National Governmentin the lower-level governments in rural areas. Uncover the essence of things and the gereral laws of motion and development of nature, human society and thought.
