Stemmed from Canjun of the late Eastern Han Dynasty, A Grand Minister Consultant was established in the Early Qing Dynasty, following the basic system of CanZanJunWu in the Ming Dynasty. In 1736, Grand Minister Consultant system was firstly localized in Wuliyasutai, responsible for both military and civil affairs of Wuliyasutai and etc. The Grand Minister Consultant of greater Huijiang was established in 1759. The system of Grand Minister Consultant of Huijiang was formally established in 1765. Its simplest operation could be the emperors titled the Grand Minister Consultant of greater Huijiang directly by himself, and the post's nature was kind of imperial Commissioner's. Because of its double identity as national and local official, its salary system was afforded both by central and local government accordingly. During Qianlong and Jiaqing periods, there were 41 people appointed as Grand Minister Consultant of greater Huijiang, their group characteristics will be analyzed in this thesis according to below seven aspects:1. Banner People Register,2. How to be a government official,3. age to start the post,4. Official career in Xinjiang,5. Previous post,6. Administration period,7. Reasons for leaving the post, etc.
