Noam Chomsky's universal grammar has offered a logical framework to explain the acquisition of the first language acquisition. It has evoked enormous re-examination of language acquisition from a new angle, namely shifting from external language to internal language study. Nevertheless, the question as to whether the L2 learners have access to UG remains indefinite among the researchers who are studying the application of the principles and parameters theory to the SLA. Although UG offers a precise and scientific framework of LI acquisition, the accessibility of UG to SLA remains controversial. Moreover, whether the theories of the LAD, the principles and parameters could be instructed to the L2 learners also remains a mystery to the researcher.This paper is concerned about whether the parameter of the target language may be reset and whether the L2 learners get indirect access to the universal grammar while they are using the second language. It attempts to explore if the theory of government and binding (GB) can be available to Chinese EFL students by considering the binding theory, which is a component of GB.Three general research questions were proposed to guide the research, namely: "Can the Binding Theory be explained to the L2 learners and help the learners to reset target parameters?" "What is the relationship between the applicability of the Binding Theory and the subjects' L2 proficiency of pronominals and anaphors?" and "Do the subjects get indirect accessibility to UG?"The researcher carried out an experimental study about the applicability and accessibility of the UG in the second language acquisition. According to the results of the research, it could be concluded that the theory about the UG could be taught to the subjects and the L2 learners would get indirect access to the universal grammar, because the L2 learning starts from the initial state instead of the zero state of the LI learners.
