This paper restores the way of Luochuan's land-use and change in Qing dynasty, analyses the humane factors to cause this change, and studies on the socio-economic driving-factor, land-using change and environmental effect in the period. It presents some suggestions for today's land-use and development. This paper includes the following four sections.The first section researches into Luochan's natural conditions (such as climate, zonal soil, vegetation etc.) for land-use in Qing dynasty. Based on the studies on varieties of land in Luochan before, the author divides generally into four parts and gives each part a clear description.The second section studies Luochan's land-use and change in Qing dynasty in detail. According to different usages, the land can be divided into three varieties: farmland, woodland and grassland, which" are restored from the point of width and depth. Cropping system, technology of agricultural production and farmland-use are especially analysed. The conclusion is: In Qing dynasty, the land in Luochuan County was covered by crops and because of land cultivation land-cover experiences a process of grass and forest vegetation-agricultural vegetation-grass and forest vegetation. During the whole Qing dynasty, the land-cover change is drived directly by human land-use.The third section studies human driving factors for Luochan's land-use in Qing dynasty. It mainly probes into the driving effect of Luochan's population change and policy factors on land-use. It can be seen clearly that population is the essential cause for land-use change and policy factors (including policy on land cultivation and policy on normative people) accelerate the change.The fourth part studies the effect of land-use change. Land-use change causes environment effect which mainly refers to environment quality and ecocline. From this section we know that: in the beginning of Qing dynasty, land natural cover is high and there is a balance between man and land; in the middle of Qing dynasty, severe cultivation and deforestation causes the lose of balance among ecosystem and makesnatural conditions further deteriorate; in the later period of the Qing dynasty, because of the Hui-People uprising and population lessening, the rate of the land cultivation comes to a more appropriate level and land-cover recovers gradually.
