With the methods of dialectical materialism and historical materialism, in order to produce some helpful enlightenment for Chinese democratic politics, this article observes and studies the constitutional reforms resided by Qing Government through researching the newspaper, Shengjing Times. Because Japanese Government supported Chinese constitutional reforms, Shengjing Times could compare China with Japan objectively and incisively criticize the malpractices in governmental reform, local autonomy, parties and parliament. Shengjing Times still advocated that Qing Government should use Japanese mode for reference, so its thoughts and views had reasonable points in some extent. But Shengjing Times should be condemned because of its tendency to propaganda that Chinese Constitutional reform couldn't damage Japanese aggressive interest in China.
