This thesis is to study policies for developing public utilities of Shanghai Public Utilities Bureau during the Republic of China, It centers on two periods: from the establishment of Shanghai special municipal government to 1937 just before the outbreak of War of Resistance Against Japan is the first period; from 1945 when the war ended to 1949 just before the liberation of Shanghai is the second period.On the basis of original archives, the thesis sums up main four polices for the development of the public utilities of Shanghai Public Utilities Bureau during the Republic of China, they are supervised and supportive polices for the private public utilities and flexible measures for foreign public utilities outside the concessions before the War of Resistance Against Japan as well as policies for the whole development of the public utilities after the war.Under the principles of regional and double supervision, the Public Utilities Bureau supervised the establishment, engineer construction, operation and other aspects of the private public utilities in Chinese City; Supportive policies included common and special supportive policies; For the foreign public utilities enterprises outside the concessions, in theory, they should have been reclaimed, but in reality , they had to be maintained . With this in mind, the Public Utilities Bureau adopted flexible measures. Policies for the whole development aimed to resume and develop the public utilities after the War of Resistance Against Japan, including long-term policies, policies for using foreign capital and other policies.On the basis of summing up the above-mentioned policies, the thesis evaluates their positive and limited aspects.
