A Research On Urban Public Utilities Management Model In The Period Of Republic Of China

In this paper, on the basis of the full possession literature information, particularly in large files which relates to the Republic of China,starts with Nanchang hydropower management as a case, though analysing with Nanchang hydropower management as a case, though analysing comprehensively the cause of private investment and government regulation of Nanchang hydropower, especilly the form of and the organizational forms of Shenshang participate in urban public utilities,and a detailed study to the Government in the management of public utilities such, coordination and maintenance in the urban public utilites, according to study urban public utilities management model in the period of Republic of China.Firstly, this paper introduce summarily the history of before and after the founding of the city of Nanchan, and developments other public utilities,with a view to further study the regional concept and background knowledge; Secondly, by introducing common Nanchang water industry origined from changjiang drinking water, rivers, lakes, Sinking water to the pond, as well as lighting industry from oil lamps, kerosene lamp to light,and from the new open mind Electric Company to the cause of Nanchang Hydropower Plant bumpy evolution ,to analyse the role of civil society and government in Nanchang hydropower;Thirdly, on the basis of the previous chapter, mainly through collating and interpretating the files information, further analysis of the role of Government and businessmen who take in the various stages of Nanchang Hydropower public utilities,to study capital operations and management model of Nanchang Hydropower public utilities. Fourth, this chapter is mainly used archival material,though a analysis on the ways of solving problems which come from the process of using hydropower,further study the correlation between Government and hydro electric plant, hydro electric plant and users , as well as Government and citizens.
