The private school is a general form of school at all times and all over. On generally speaking, private schools are earlier than the public school in the various countries. But in modern times, all countries have begun to bring private school into one's own management and set up the public system of education actively. In a sense, the process that a country builds the public school system is the same as it deals and collaborates with the relation of the private school constantly. In the process, every country has its specific attitude and views on the private schools. In the paper we'll summarize it as national view on private school.With the high-speed development of the private school of our country in recent years, the new problems are also appearing thereupon. So we need to learn from foreign countries, which have much successful experience in developing private schools. Japan has accumulated much ripe experience in dealing with the relation between private schools and country. An analysis of the experience and lessons from post-war Japanese private colleges, not only enrich our knowledge of distinct models of developing private colleges but also throw some insight into reforms and the development of private colleges in China in the 21st century.The paper consists of four parts:Part one: from the post-war, Japanese national views on private school stepped into No.2 period. In order to comparing, the paper will review briefly Japanese national views on private school before the world war. On the basis of this, the paper will expound emphatically the main content of the post-war Japanese national views onprivate school, including how to improve the quality and guarantee the independent rights.Part two: system of the education administration management is one of the most important show of national views on private school. The Japanese system of education administration management is careful and practical. The purpose of the system lies in improving the public quality mostly and guarantee the independence.Part three: the country has important influence to the private colleges. The country has guaranteed the development of private colleges by legislating. The country has adjusted and controlled its developing direction and scale by government subsidy. Through including it into national economic plan, the country has impelled it carrying on structural adjustment.Part four: the private colleges have made a notable impact on national views on private school, too. When the private colleges become stronger and stronger, they will make enormous contributions for the social and economic development. Because the country has closely depended on the private colleges, it couldn't ignore their financial difficulties. From this way, the national views on private school are being perfected.Part five: the successful way of Japan developing private colleges enlightened us greatly. In order to develop our private colleges soundly and orderly, need our country not only to create good environment of system, but also the private colleges need perfect their own inside mechanism. So long as do we did our best, our private high education will welcome beautiful future finally.
