The accumulation and progress of knowledge promote the development of productivity. The phylogeny of the human productivity is a phylogeny of the knowledge in essence. From of old, the people always pay important attention to vital function of knowledge, from that Bacon pointed out that knowledge is power to that the Sixteenth National Congress of the CPC put forward the important policy that we must respect work, knowledge, competent people and creation, all of which are expression to pay attention to function of knowledge.
