| In 1930s, in Henan province, the basic organizations were relax in discipline, the society was out of order, and the bureaucrats were corrupt. Under the circumstances, the Baojia System, which aimed at realizing the reinforcement of controlling the bottom of the society, giving full play to the force of mass' desire, and carrying out the conscription system, was tried out for the first time in Henan province. Baozhang was the exceculive body of Baojia System, so in order to complete the System step by step, the provincial government of Henan adjusted the appointment of Baozhang several times during seventeen years from 1932 to 1949,and as a result, the notable influence of the System sank deep into every corner of the society. On the other hand, with the help of the power originating from the System, Baozhang degenerated easily, thus brought negative influence and increased the weight of ordinary people; on the other hand, Baozhang undertook some responsibilities of social management, thus during the Anti-Japan War did good to the support of fighting against Nippon and to the public security, but on the whole, Baozhang and Baojia System were bound up with consequently, we should not take them as separate.
