In the 1990s, President Clinton carried on an 8 year long administration reform in thefederal government during his two terms of presidency. On one hand "Reengineering theCorporation" of business circles affects the reform indirectly, on the other hand "Reinventing government" theory which was created by the New Public Management affectsit directly at that time. In other words, "Reinventing government" movement enriched anddeveloped "Reengineering the Corporation" and "Reinventing government" theory in publicadministration, and put these theories into practice of the government reform at federal levelfurther. Therefore, the reform did not merely offer the practical experience to reference toU.S. government management later, and offered the lessons of the fact for other countriesincluding China. The dissertation is made up of a foreword, a text and a conclusion. The foreword introduces argument, main content, Chinese and foreign academicresearch currently, document survey, the meaning of the selected title and research means ofthe thesis, etc.. The text includes three parts. Part one mainly explains how to put forward the theory ofthe reform. Using this explanation, to define connections between Clinton government'sreform and domestic and international environment, and connections between the reform inbusiness circles and public managing administration's that U.S.A. faced at that time. Parttwo explains the practice course of "Reinventing government" movement. In describing thisquestion, the author divides the reform into three stages according to the transformation ofgoals, the study indicates the course can be divided into three phases, the range of reformlimited, range and goals constricted, goals expanded. Then the writer excavates thesuccessful experience of the reform from its practice. Part three analyses the success andfailure of the "Reinventing government". Through the analysis of this question, tosummarize the achievements of this reform, and to point out the questions existing in thereform, especially to point out some questions are systematic questions which can not besolved through once or twice government reform. The conclusion part is the summarization and the sublimation to the whole text. Theauthor especially points out the main goal of the reform from Reagan's administration whichis directed by the New Public Management is to promote the efficiency of the federalgovernment. Such reform mode ignores the political nature of the government, namelygovernment's systematic question. The author further points out the reform should build upthe political power level. It is the only way can solve the manage question of the Americanfederal government.
