Medical security is the important system arrangement,for a country tosafeguard its national basic medical needs, improving peoples quality, protect thehealth of the people, to solve any menace for national health. Since the1950s of the20th century in our country, in urban and rural areas,we have established the laborinsurance and public-health insurance system and the rural cooperative medical caresystem. Under the planned economy system, which effectively guarantees themedical needs of the people, for the consolidation of political power and socialstability had played a facilitating role. But as China entered a new era of reform andopening up, gradually developing and improving the market economy system, fromthe medical insurance system is difficult to meet the requirements of socio-economicdevelopment. Therefore, in the late1970of the20th century, China began toimplement health care reform. During this period, the basic medical insurancesystem for urban employees and the new type of rural cooperative medical caresystem was established. Reform of medical insurance system achieved some measureof success. However, due to the loss of the ethical responsibility of the Government,has also led to a number of social and ethical issues.Medical resource allocationinjustice, the public welfare of public medical institutions and medical personnel lossof occupation moral landslide and so on social problems caused by mass discontent,and endanger the social stability. This article is precisely embarks from this fact, tothe ethical responsibility of the government for angle, explores the cause of medicalsystem reform " failed". Finally, put forward measures and suggestions ofstrengthening government ethics responsibility, for the future of Chinas medicalinsurance system reform, to provide the necessary theoretical guidance. The firstpart of the article summarizes the process of the medical security system reform ofour country, and illustrates the problem of social ethics in this process; The secondpart explains why the government must carry out the ethical responsibility, and whythe Chinese government did not do that; The third part from the differentperspectives for future government health care reform in the effective implementation of ethical responsibility, provide reasonable suggestions; Finally, thecontents of the thesis are summarized.
