The economic ethics of the traditional society of China were always changing greatly, but the definition of main conception was established in the West Han Dynasty. Salt and Iron, which was developed and revised by Huan-kuan, based on the records of the meeting—the discussions on it, reflected the controversy of two theories of economic ethics in Han dynasty .And as a natural result, its economic ethics then had an effect on the constitutional transform of the whole traditional society. Esp. the disputation over state-owned and private economy of Legislatist and Confuist, had an important meanings of economy and ethics. Under the direction of Marxism Dialectics and Historical conceptions, this paper tries to study the economic ethics of the West Nan Dynasty prescribed by such a famous work in details. This paper is divided into four chapters, condemning its contents and logics. The adapter one prescribes the history backgrounds and intention on the Discussions over Salt and Iron, and tries to comb the ins and outs of the social condemns at that time. Firstly, it discusses the social transition proceed from the ages of gentle administration ruined by the Emperor Wen emperor and the Emperor Jing emperor, to the ages of limited management practiced by the Emperor Wu emperor. Secondly, the chapter one concerns the national conflicts during the period of the West Han Dynasty and naturally the expansion action by the Emperor Wu emperor. With his blaming himself in Luntai and other leftover problems, the meet about the discussion over salt and iron and over the pros and cons of the New Economy Policy had to take place, which, to some degree, justified the necessary discussions over the salt and iron, and, on the other hand, exposed the tasks and hotter problems of the back-end time of the West Han Dynasty. All in all, the chapter one first builds a valuable and historical basis for the thesis purport. The chapter two mainly concerns the economical ethics from loyally able men and literature ones, including the thought of expanding agriculture but restricting business, running economy by privates, acting on instill but charging low in business. Doing nothing better, richemng the pubic on the one hand, it also includes the similar economical ethics from doctors-shi, who insisted that society develop agriculture and business together, run economy by government deportments, make anything in order to chare interests, assign social resumes regarding to peoples status, and richen the county. Just bused on the research above, the author conduces that the two soleprint ethics was based on the political control and philosophical thoughts at that tire, in order to expose the extensive and sophistical conflicts in the Han Dynasty's economicalethics. The chapter three discusses the pros and cons of economy ethics from the two seconds above and their influences on history at that tine and the following traditional society. In the meanwhile, it analyzes the pros and cons about economy runnel by privates or governments in order to prove the great influential powers from the feudal traditions, including the traditions in economy managed by governments, state rights controlled by emperors and their surrounding men. The chapter four studies the today's meaning from the economy ethics of the West Han Dynasty, dualistically analyses the functions of economy managed by privates on governments, and researches into the relations between the economy ethical and political systems from the views of economy and political systems, concluding the necessary oiling rotations between economy ethics and ideology. All in all, the thesis ties to analyze the logical structure of the Han Dynast's society, from the economy ethical history, study the relations among industrial economy, governmental polity powers and ideology, and find out the history sources and the to day's value of traditional economy ethics.
