The study is carried out to find out whether the teacher or the student is the center in College English teaching and learning in China, to put it clearer, to find out whether the teacher remains the traditional role of being the center. The research hypotheses in the study are as follows: (1) The proportion of teacher talking time and student talking time influences the patterns of the classroom interaction. (2) "Communicative" classrooms with instruction plus opportunities for interaction are superior to "traditional" instruction. Later the study goes on to study the relationship among the quantity of teacher and student talk, the forms of classroom interaction, students' linguistic competence and their communicative competence. A conclusion is reached that the teacher-student and student-student interaction can affect students' overall competence especially their communicative competence, via the comparison between the effects that classroom communication patterns in a teacher-centered and a student-centered classroom bring.In the meanwhile, some reasons that account for teacher-centeredness are presented, some suggestions about how to carry out effective teacher-student and student-student interaction to make the teaching and learning more beneficial to the students' development of the overall competence in the use and usage of English are put forward together with the suggestions about the roles that teachers should play in order to make the teaching be student-centered and be more conducive to the development of students' linguistic and communicative competence.
