This thesis inspects the Soviet Union diplomacy on maintaining Germany' unity for solving German question during the period from the end of the World War Two to the early 1950s', makes an analysis of how the diplomacy was made and carried out and why failed in the last, and tries to combine the historical data with the theory on the basis of comparatively fully occupying of the historical data.Part one briefly recounts that the Soviet Union leaders sketched the preliminary imagination handling German question when the war had not been finished yet. At the meeting Teheran and Yalta meetings, the Soviet Union leaders proceeding from lessons based on history, in order to prevent the tragedy of history from having recurred, advocated punishments should be taken sternly on the country provoked World War Two — Germany. The Soviet Union leaders desired strictly dispel Germany foundation that it should become powerful and harmful again, cut apart to Germany on the territory. However, with the development of international situation after the war, the Soviet Union revised this imagines soon.Part two having probed into that the Soviet Union insisted on the policy safeguarding German unity and carried on firmly struggling with the Western policy of splitting Germany after the World War II. The Soviet Union leaders set out realizing that maintaining one unified Germany would benefit the Soviet Union interests according to the strategic of safeguarding the national security in a long run, and if one Germany was spitted, Western occupying areas would become the front fort that prevent the Soviet Union possibly. The Soviet Union went on transforming Germany according to it's own will in it's occupying areas and hoped that it's occupying areas mode would popularize the whole Germany. In the numerous foreign ministers' conferences of solving Germany's problem after the war, the Soviet Union had so many serious differences and contradictions with the western countries on maintaining one unified Germany. For denying the Western policy of splitting Germany, the Soviet Union provoked "crisis of Berlin" to forcing the Western countries to make a concession on German in Berlin, but the crisis is over with the failure of the Soviet Union.
