With the generation, development and popularization of the internet, network has already become an important part in people's work, study, and life. We may say that 21st century is the network age, where people's communication becomes more dependant on the network, thus the web-based communication becomes a significant communication channel. This article elaborates the web-incurred ethic problems which are different from the traditional ones, analyzes causes resulting in those problems, probes into the philosophical grounds on which the problems exists, and proposes some basic countermeasures.The network comes into existence in the 1960's, when its primary function was to share resources. However, after three to four decade years of development, the network, which has developed beyond its original application scope, has become indispensable in people's work, study, and life. Furthermore, as a communication means, the network has enriched people's life, expanded people's communication scope, while in the mean time, brought forth some new moral problems, which has attracted wide attention from all walks of the society. Joint efforts are needed to solve these problems, and we philosophers in particular, should approach these problems using the latest philosophical theory and methods.Apart from language, writing, printing, telegram and telephone, broadcast and television, the network communication is another important communication method which differs from the traditional communication in that it transcend time and space, narrowing the distance in time and place, as well as the distance between people, thus expanding people's view and transforming people's mind-set. Meanwhile, the internet keeps innovating itself all the time, which further propels the evolution of communication. As a different communication channel, the ethics deriving from internet will certainly differ from the traditional ethics, and its new characteristics require new consideration. Web-incurred ethics derives from the web space, in which people communicate with signs and icons, unlike traditional communication, people communicate person to person. In network communication, more thoughts, intangible but objective, are exchanged. Network is the combination of reality and virtuality, which provides the basis for the construction of network ethics, the core of which is to discipline the web users, making them self-discipline, prudent and independent.
