Among the complicated mountain area in the boundary of Hubei, Hunan and Jiangxi provinces, accompanied with the turbulent society , population shifted frequently during Ming and Qing Dynasty. In order to strengthen local social control, many grass-roots units were adjusted and rebuilded. But grass-roots units seemed functioning with a limited span during the period of social upheaval. Such social environment increased the contention about boundary of piece of land and the contradiction between aboriginals and immigrants. How to coordinate different group interest and find out flexible policies related to the stable society and influenced all kinds of social groups. Based on the study of these questions, we can make out the strength and effect of social control in the border of the three provinces.
