The Analysis On The Reasons Of American Municipal Corruption In The Late 19～(th) Century

This paper mainly analyses the municipal corruption in the late 19th century ,and intends to find out that how the municipal corruption happened. At the end of the paper,it points out that the development of the government system following far behind the change of the economic system is the main reason of the municipal corruption.The foreword introduces the development of academic research about the municipal corruption,and summarizes briefly the relevant research of scholar at home and abroad,then it introduces the research approach of this paper, and explains some revelent concepts and problems in the paper.This paper includes three parts as following:Part one analyses the definition and characters of the corruption ,and then divides characters of the municipal corruption in the late 19th century into several parts,and explains what's the main meaning of each part.Part two analyses what happened in the late 19 th century,and what's the main character of that decade.The urbanization of the nation was much faster,and cities turned more and bigger,but the management of the city became a big problem of the country. At that time,the city boss turned out and controlled the municipal powers for many years. At the moment,the immigants came into the America .When they played an important part in Aerican economic development,they beame the point of criticism from the natives.Part three discusses the federal and state government couldn't do well with the municipal corruption,because the federal government's power on management of city was restricted by the constitution and the state government didn't have the ability to let the city hall run well.Because the city was a new kind of political system at that time,it couldn't solve all the social problems successfully.And then the city boss appears,municipal corruption became a popular thing in American.The conclusion summarizes briefly the full paper,and draws some views on the municipal corruption :Firstly,the government must intervene with the economical development at any time ,and make enough laws and decisions adapt to the social development.Secondly,the federal government and the local government must have their own power to sovle different problems at any palce and in any time.Finally,the creation of the civil service is important to forbid the corruption.There must be enough power to supervise the dominator and his power.
