Hara Takasi was a famous person in modern history of Japan and his cabinet wasthe first real-meaning party one in this age. In September, 1918, at the storm of "RiceTumult", he was appointed to form cabinet and carried out a series of reforms on theaspects of domestic politics and foreign diplomacy. Therefore it helped Japan that wasin hot water after the First World War to get rid of disadvantages. He also maintainedand expanded the benefits in China and finished the task that the times designed tohim. Concerning his deeds on party government and domestic reform, scholars ofChina, Japan and the West have discussed a lot, but for his diplomatic ideas not muchhas been mentioned. The study on Hara Takasi's diplomatic ideas is important tounderstand Hara Takasi and his times generally, to study the more familiar Side hara'diplomacy and even to study the characteristics of the Japanese diplomacy in thewhole modern history.The thesis is based on the former research on Hara Takasi to stress the study onhis diplomatic ideas. With a great deal of Japanese literature and information at hand,I want to explain my opinion on Hara Takasi's diplomatic ideas. In this thesis twokinds of essential theories will be adopted, one is traditional power politics, namelyrealistic theory, to explain the essential reason that Japanese modern diplomacy sincethe period of Meiji cast off "Chinese System", expanded to China (including Korea),and also according to the domestic and foreign transformation, Japan not only opposeand compete but also reconcile and compromise with the west powerful states;theother is the theory of international political economy to take into account of both theaspect of political expansion and the guideline of economic aggression, so as toexpound the attempt of modern Japanese general invasion to China from the aspectsof politics (including military affairs) and economy.This thesis includes three parts, the preface, the main body and the conclusion. Inthe main body, it firstly is explained that the characteristics of Japanese diplomaticideas since Meiji period. We can see the historical origin of Hara Takasi's diplomaticideas. Secondly, it is analyzed that the background of Hara Takasi's diplomatic ideas.The emphasis is placed on the competition of Japanese Continent Policy andAmerican Open-door Policy, from Japanese War against Russia to the establishmentof Washington System, to expound the inevitable result that Hara Takasi took theharmony diplomacy with America as the center of Japanese diplomacy. At the sametime, it is analyzed that the domestic and foreign condition and Hara Takasi' ownfactor. Further, it is discussed that the practice of his harmony diplomatic ideas inwhich the emphasis is the presence and modification of his Chinese policy inharmony with America. Finally, it is to draw a conclusion on the estimate of HaraTakasi's diplomatic thought by the above analyses and discussion to demonstrate itscharacteristics, significance and limitation.
