Seventeenth century, the Sino-British respective social development process, is a very crucial period. This led to a period of social change in the life of society as a whole relative impoverishment of ordinary people, a serious threat to China and Britain as a whole stable social order. In response, Chinese and British state power and civil society forces have adopted a series of corresponding poor relief measures, forming the distinct characteristics of a poor system.In poor environment. In seventeenth century, Britain gradually took over the responsibilities from the hands of the Church and gradually developed into a new poor system. It was a country-driven system, with the main principles of work ethics for the relief of poverty and poor. And its aim was to establish a new Christian social organism. But China was still a civil-driven system, and moral was one of the guiding principles of its poor, was to receive correctional purposes, the maintenance and rebuilding of existing social order, assist local governance. Of course, there was also another purpose, namely, to address the social crisis, maintain social stability, and consolidate their rule. Both countries promulgated some poor laws and regulations. Both countries established institutions for the poor and gave the poor with food, clothing, shelter, medicine, etc., to address the basic survival needs of the poor, and have yielded positive results.In the management and supervision.
