After the unification of Germany, the changes of the European Powers construction became the background of Bismarck's alliance system. Its purpose was to maintain the status quo of Europe by uniting the European leading countries to ignore France. The foundation of the Alliance was the comity of Russia, Germany and Austria, the three Conservative Powers, nevertheless, which was the weakest tache. Bulgarian crisis broke the Russo-Austrian tie. Boulanger Movement created the Franco-German tension, made the Franco-Russian rapprochement possible, and almost damaged Bismarck's System. Bismarck solved the dangerous situation with a series of complex measures. This period was the brilliant era of Bismarck's diplomatic arts, simultaneously, which adequately unfolded the primary vice and the historical limitation of the diplomatic strategy of realpolitik.During five years after the Congress of Berlin, Bismarck, the German Chancellor, founded a complex alliance system, including Russia, Austria and Hungry, Italy, and Romania. Then Bismarck's system mastered the European international politics, accordingly Berlin became the centre of European diplomatic stage. The eruption of Bulgarian crisis in 1885 almost ruined Bismarck's system. He temporarily solved the crisis by some crafty measures, in which Russo-German Reinsurance Treaty played a significant role, confirming Bismarck's system. This article mainly deals with the aboil diplomatic struggles among the European powers during Bulgarian crisis, especially Germany and Russia, the Russo-German Reinsurance Treaty as the core, probing into the characteristics of the German-Russian relations in the late 19th century.
