The Ming and Qing dynasty are the very period of high feudalistic controlment and coercion. After Zhu Yuanzhang got back the power of his grand councilor, the Grand Secretariat came into one of the center of power. Through the comparison of the Grand Secretariat between Ming and Qing dynasty's, we tries to survey the changes in the operating process of the Grand Secretariat institution, the new politic ideas outbreak ,either defects or advantages of the political construction system. The article works over many aspects, for example: the introduction of the history of the Grand Secretariat, the differences of its legal position and whether it has powerful authority, other political party's affection to it, the Grand Secretariat connection to the Grand Councilor and differences of these two dynasties. At last, the paper points out that the most important aspect of ancient political system is how Emperor holds the power to his empire. If he holds the power too tightly, he should erect the kind of ancillary official and lately it will become a new government department. The Emperor's absolute power and the Grand Councilor's comparative power are the effective method for the centralization of state power. However, under the all kings of influences of reality political elements ,it decayed and faded away in the long operating course .Though it would be affected by different kinds of ingredients. So we could draw a conclusion that puissance is the motivity for the development of the political system.
