This paper aims to explore the evolvement of U.S. Policies towards Spain during thetimes of both Truman and Eisenhower's administrations based on the documents of NSC andJCS which is decoded successively by U.S. government. The United Nation was found afterWarâ…¡ At the beginning of post war, U.S. government pursues the policy of harmonizingwith allied countries such as Soviet Union, and the attitude of Franco's power in theinternational affair. The appearance of Cold War between U.S.A and Soviet Union and thefound of NATO push the change of U.S. Policy towards Spain. During the times of bothTruman and Eisenhower's administrations, U.S.A brought Spain into the cooperative systemsof defense and aid, positively promoted Spain to join in the NATO. The core of therelationship between U.S. and Spain is the exchange of American aids and military bases, andtypically embodies the model and features of U.S. Policy. As for Spain, the long existence ofmilitary cooperation between U.S. and Spain is the important international conditions of thecontinuity of Franco's autocratic government.The introduction mainly introduces questions aims and meanings of the research, andbasic theories and methods.The body part consists of four parts.The first part simply discusses the U.S. Policy towards Spain from the attitudes ofEurope countries and U.S.A towards Spain after The Spanish-American war, The Spanishcivil war and the foundation of NATO, and illustrates the chance of promoting the change ofthe Policy of U.S..The second part discusses the draft of U.S. policy towards at the beginning of the ColdWar by analyzing the serial documents of NSC72 and " Mutual defense assistant agreement".The third part discuss the adjustment of U.S. Policy towards Spain under the newstrategic framework by analyzing NSC5418/1 which was draft by U.S.A during theEisenhower's administration.The forth part make vertical and horizontal compare and analysis of the policy of bothTruman and Eisenhower's administration towards Spain firstly. Then makes the horizontalcompare from U.S. Policy towards Spain at the same time by analyzing the aid policy of theEast Europe Countries(Poland, Yugoslavia), the aid policy of neutral nations(Sweden, Finland,Austria), the countries of the NATO and the Iceland etc. They base on the documents of theNational Security Council of U.S.A at the same time.The conclusive part continues to make vertical and horizontal compare and analysis ofthe policy of both Truman and Eisenhower's administration towards Spain and other countiesat the same time, in order to explain the core and aims of the evolution of the U.S. policytowards Spain.
