The problem of solidarity emerges in modern times. Philosophical essence of solidarity is universality. The universal solidarity faces the debates of whether the solidarity bases on the special ethical spirit or universal morality. Habermas argues that universal solidarity bases on the principle of morality. However, Habermas points out that morality bases on the communicative rationality. But in contemporary society full of conflicts of plural values especially the religious values, Habermas points out that solidarity is realized only through tolerance. And the aim of tolerance is normative, which is based on the communicative rationality. In reality, Habermas argues that it is the law that bridges the special values and universal morality and it is also in the law that all the people with different values and interests are included.
