Content: English teaching in China arouses the emphasis of different lines in the society.But the present effect of English teaching in the scale and range is dissatisfying.The reason of the dissatisfaction is various.One of the most important reason is that the students have not enough practice in or after class.A kind of foreign language is achieved not by "teaching"or by "learning",but by "using".England philosopher Alfred North Whitehead said:"however detailed you give the student,the detail is almost infinitely small.If he indeed meets the detail,he may have used what has forgot what you have taught him.The really helpful practice is to understand certain general principles,then there is a completely practice of the application of these principles in definite situation."It is clearly that the importance of the pragmatic competence and pragmatic principle in English communication is vital.The essay tries to approach the function and effect of the pragmatic competence and pragmatic principle in English communication supported by the modern educational technology from new theory,new method,new sight based on the theory of pragmatic,sign science ,communication science and pedagogy. The essay has made some meaningful and creative exploration about the development in modemization,informization,intelligenization,pluralization.It mixes the pragmatic competence with pragmatic,sign science and communication science.It makes the content of the pragmatic competence more substantial and more exhaustive.And it gives the communication function of language a scientific ,systematic and complete explanation.This essay has five chapters.It mainly explores the development of pragmatics inside or outside our country,the support of sign and communication pragmatics on pragmatics.It glaringly probes the relationship between the pragmatic and across culture communication, the method and the way of training in English pragmatic competence ,the pragmatic principles,,the communicational tactics,the improvement of the pragmatic competence and English teaching under the modern education technology and so on.It sticks out the characteristics of theory,advanced feature,modern times ,direction,effection,reading and operation .It tries to reflect the ideological content and the latest development of the study inside and outside our country.It is precise nourishment for the mind of English teachers and researchers who improve their own qualities and stand in front of the new century in the new information times.At the same time,it has a good reference for researchers who work on the theory and practice of the foreign language.
