| "Tariff Problem"is one of the important issues for Modern Chinese economic history study. Customs Conference(abbreviated to CC), which calls for a deeper study, was the only formal significant conference for discussing modern Chinese tariff issues. From the perspective of Thoughts History in Modern China, this dissertation mainly tells us the intellectuals'knowledge and thoughts during CC. By analyzing and concluding, sort out many kinds of thoughts about tariff problem for the purpose of giving a clear picture of how much they knew about tariff problem and how much they cared about it.In this article, author just gives an outline of the process of CC, and mainly explores the intellectuals'comments about"tariff autonomy","likin canceling", and"tariff income preserving". For the 1st issue, article firstly introduces the intellectuals'concept about"tariff autonomy"; Secondly, their discussion about how to achieve the goal of tariff autonomy; Thirdly, their understanding of tariff system and tariff policy.For the 2nd issue, article analyses the intellectuals'advice to"likin canceling", extending to something about China's tax & financial system, produced many valuable thoughts.For the 3rd question, article begins with the source of tariff income issue, then tells the intellectuals'thoughts of the adversity, which caused by being deprived autonomy in tariff income preserving, to Chinese industry and finance. At last, the intellectuals gave details about how to take back the autonomy in tariff preserving and how to preserve them by our government.For the conclusions, they are as follows: 1, These comments had some affect upon the process of CC; 2, These comments deepened the knowledge towards tariff problems, laying a basis for our country's Tariff Autonomy ,which eventually came true in 1930s. 3, These comments produced many valuable thoughts, from tariff issues to economical problems, from which we can see how much the intellectuals care about Chinese people and economy.
