China is a nation with a long and glorious history of husbandry. As a tool, a transportation vehicle and the indispensable strategic resources, horses are quite important in Chinese history. In ancient times, when the rulers realized this point, they stipulated various rules to take care of the horses. Seeing from the existing unearthed cultural relic and the historical documents, we can know that the"horse policy"appeared in an embryonic form as early as in the Shang dynasty and the Zhou dynasty. This kind of organizations was set up to take care of the horses. Along with the unceasing development of the economy and politics in the Qin and Han Dynasty, this "horsy policy" cannot be left behind. Its development was not only the reflection of economy at that time; it also influenced various aspects in our life. Because of the insufficiency of the documents, people paid more attention to the"horsy policy"in the following dynasty (e.g. Tang, Song, Yuan, Ming and Qing dynasty) instead of in the Qin and Han times. Such researches also exist certain limitations and one-sided views. This article aims to analyze in detail the"horsy policy"in Qin and Han times and make up the insufficiency according to the newly unearthed wooden tablets and the related documents. Furthermore, you will read some words on the economic development in these two dynasties that is based on the above-mentioned discussion.
