A Trial Thesis About The Early Diplomacy Of Northern Warlords Government

The Independence of Outer Mongolia was plotted all alone and directed immediately by Tsarist Russia.The negotiation between China and Russia involving the independence of Outer Mongolia underwent two stages: the Beijing Qiaktu Meeting among China, Russia and Mongolia. In the first stage China—Russia Statement Documents was signed by both sides and A statement as a separate case was exchanged. In the second stage China ,Russia and Mongolia Compact was signed through negotiation.According to the regulations in the above two documents, Tsarist Russia admitted that Outer Mongolia was one part of China's territory and that China had suzerainty to Outer Mongolia, and in the meantime China admitted Russia -Mongolia Compact and Russia and Mongolia Special case for Business and Outer Mongolia's autonomy. On the basis of China, Russia and Mongolia Compact, Outer Mongolia accepted China's suzerainty to it and called off independence for autonomy, then in the name of autonomy it was bereduced to the colony of Tsarist Russia: after Qiaktu Meeting, all the rights that suzerain China had in Outer Mongolia were all deprived, while all the colonial privileges that Tsarist Russia got previously in Outer Mongolia was legally confirmed in the form of treaty.Tendency towards compromise in diplomacy was the characteristics of the early diplomacy of Northern Warlords Government. It was one of the two greatest characteristics of the early diplomacy of Northern Warlords Government to admit the autonomy of Outer Mongolia. However, insisting on the principle from beginning to end that Outer Mongolia was one part of China's territory in the whole process of the negotiation between China and Russia indicated that the early diplomacy of Northern Warlords Government didn't have only the aspect of compromise at all.
