Web-based instruction is different from traditional instruction. On one hand, teachers and students are separated on space and time in web-based instruction. The students face the computer and learning material directly and have much lower monitoring than that of traditional instruction. This means that higher learning regulation and independence are required for learners in web-based instruction rather than in traditional instruction. As a result, students'metacognitive abilities such as self-guiding, self-monitoring, and self-managing are especially required in web-based instruction. Students often need to consider how to adjust and perfect their cognitive processes. On the other hand, the contents are usually presented in multi-media form and mutually connected in a non-linear structure. Therefore, its course resources are unlike that of traditional course, which are ready-made. It demands the learner himself to create actively. Self-regulation is especially required in web-based instruction. In this kind of case, how to promote the learners'self-regulated learning on the application of metacognitive strategies becomes one of the most urgent problems.At the beginning of this paper, a survey is done on the current situation of web-based learners'metacognition and self-regulated learning. And the methods of promoting the learners'self-regulated learning ability on the application of metacognitive strategies are explored based on it.First, the author analyzes the specific requirements for web-based self-regulated learning on the bases of two surveys, each of which is on self-regulated learning and metacognition. And a problem is found that the learners lack proper metacognitive strategies, which leads them to be poor self-regulated learners. Based on the fact, the author briefly introduces the metacognitive theory and applies the theory to an experimental teaching, aiming at training students'metacognitive strategies. Through practical teaching, the author studies how to enhance oral English learners'self-regulated learning ability and learn independently so as to maximize the performance of web-based learning.
