As a method of controlling, the Soberia Political Exile refected the process when Czar Russian government declined and democratic revolution emerged, which has influenced Russian history and culture in 19th century. Under the coordination of government agencies, the Soberia Political Exile gradually became a system. It was a remarkable social phenomenon at that time, many literary works came out because of it. So it is necessary to study the Sibiria Political Exile in 19th century. The first chapter mainly introduces three points: the relation between the Third Hall establishment and the Soberia Political Exile; the relation between education control and the Soberia Political Exile; the relation between book censorship and the Soberia Political Exile. We will find there were two methods that Russian government took to control the society. One was to control education and publication, the other was to strengthen the control by arresting or exile, and so on. The second means of controlling played an important part in Russia when the time passed and social ideological surged. The second chapter mainly introduces the living condition of political exiles. If we study the living conditions after the exiles left the exilian places, we can see Russian government hasn't got the result they wanted, even from the first generation of revolution——the December Party members. Revolutionaries didn't give up struggling just because of Russian government's cruelty, on the contrary, the number of revolutionary members became bigger and bigger, not only the upper class but also the lower class joined it. At the end of 19th century, political exile became powerless, exiles escaped the exilian places from time to time. Political exile couldn't change the exiles' faith, they kept on straggling all the time. The third chapter introduces the characteristic and influence of the Siberia Political Exile in 19th century. There are two characteristics about the Siberia Political Exile. One is that so many people were exiled and it formed a system, the other is the Siberia Political Exile hasn't been treated seriously. The Siberia Political Exile not only had relation with Russian revolution movement but also became an important part in social culture and thought history in Russia. The nation fused during the large-scale political exile, which means a lot.
