Under the rapid development of the social economy and the frequent exchange within the international community, the bilingual education with English as the other language besides Chinese has been springing up in China recently. Although the formal education of English has been conducted for scores of years, the issues like time-consuming and poor-proficiency, still existed, thus the bilingual education in China must take on the responsibility to foster high-quality talents who specialize in some academic regions and at the same time are competent in English.Unfortunately, being faced with a Chinese-dominated society, the bilingual education conducted in China does not have fertile bilingual language environment, which leads to an obvious worry about the English language competence between teaching and learning sides, particularly the focus on teachers has already become a deep concern of the public. There is even a belief that it is the teachers that account for most of the unsuccessful cases, but it is not necessary the case.Based on a general feasibility study of this phenomenon before, this thesis tends to probe into the issue by conducting a survey study to justify the hypothesis that bilingual education is not at the time for large-scale implementation as far as the language competence is concerned. Even the teaching experiments should have entrance examinations and training programs. To sum up, the present bilingual education is a new form with Chinese characteristics and cannot be modeled on imported formulas. Therefore, it is much wiser to seek for our own way to success.
