The concept of public sculpture as a form of public art was introduced to China from the West after the resulting series of public sculpture issues, which boils down to people’s congnition of premise is not clear on the concept. The biggest difference between public sculptures and those likely to be confused with the concept of sculpture is that it emphasizes the public nature of its own. And publicity can be reflected "only when the people were given the freedom of the individual personality equality on the legal sense, entering into contact between groups with the individual units of the composition through a variety of relationships". So the basis for the public sculpture as a practive of art must be to focus on the current social reality, not to the value orientation of a person or a private group as the standard, create sculpture to serve people’s public demand. The precondition of this concept is not the model of sculpture, the expression of sculpture, the sculptor’s personal emotion and so on, but whether the work itself have realistic social value as well as the public demand of the citizen.
