The current study investigated the importance of learning strategy teaching in developing the spoken proficiency of non-English majors at universities and colleges on the basis of Cohen's classification of second language learning and using strategies. Through the literature review and experience of several years'teaching practice, the author explores the importance of learning strategies teaching in second language learning and the application of strategies teaching in practice.The author analyzes the personal factors and environmental factors that influence learners'spoken competence and illustrates in detail the learners'motivation and classroom anxiety that contributes to learners'performance in language learning process. In order to conquer various barriers in learners'spoken proficiency development, consciously strategy-based instructions are employed to foster learners'autonomy.The study also investigates the necessity and importance of strategy training for learners. Various methods of providing strategy training are discussed. The ultimate goal of strategy training is to facilitate learners'efforts at learning a foreign language.The author conducted a PETS oral English test on a small scale in Qiqihar University and then required participants to complete a questionnaire about the strategies that they had adopted during the process of the test. Two proposals were put forward: (1) Are there some relationships between using speaking strategies and speaking proficiency? (2) If there is, which stage has more significant relationship with speaking proficiency, before speaking, during speaking or after speaking? The research findings can be applied to teaching practice to some extent, and some further studies in this field are necessary.
