China is a country with a long history. Within 5000 years the industrious and septennial people created splendent civilization and left a lot of cultural relics. Because of war foray, resurrect and smuggling, they were distributed all over the world.In 1990s, China's economy increased quickly,standard of living advanced day by day and the art market boomed gradually. China, as a country which lost the most cultural relics should use these advantageous conditions and replevy them as quickly as possible. The ways to replevy are get them back by laws, buy them back by auction and donate. In the fact, buy them back by auction is the practical way.This paper first introduces the reasons and general situations of our country's cultural relics losing abroad. Then it expounds the most important way of getting cultural relics back, buying by auction. Because it needs a lot of money, so the investors should make a good decision to make the yield maximize. Secondly, the paper analyzes the main investment decision methods. It analyzes the ingredients that influence the decision making and aims at the traits of art investment. Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation are integrated to set up the Quantification Model. With the employment of experience data from Delphi analysis and the application of Haiming mathematical method, theoretical result is got and its rationality is estimated. The paper introduces the application of Fuzzy AHP method in the art market investment decision with an example and a satisfied result is got. The method is objective and effective. It can help art investors to make a clear view of positioning. It also provided a scientific and effective way for the investors to make decision.
